Conditions of Employment: • A satisfactory Criminal Record Check and Child Abuse Registry Check • A valid Manitoba Driver’s License, access to a vehicle, ability and willingness to travel throughout Manitoba • Must be legally entitled to work in Canada


Essential: • Degree or graduate degree in a relevant discipline such as social work, law, nursing or clinical psychology with several years of experience working within social, health or child and youth services with a strong emphasis on working with Aboriginal children and youth. Equivalent combination of education and experience may be considered. • Ability to appropriately manage difficult, challenging and complex situations • Experience interpreting and applying legislation, policies and practices • Excellent written communication skills with experience writing comprehensive reports • Strong organizational skills including the ability to manage high volume work load with conflicting priorities and deadlines • Experience providing culturally sensitive service • Excellent understanding of the history of colonization within Manitoba and it’s impact upon Aboriginal peoples • Ability to establish and maintain effective relationships in a multi-disciplinary team environment • Demonstrated investigative and research skills • Current knowledge of child welfare trends and practices

Desired: • Ability to communicate in one of Manitoba’s indigenous languages • Current knowledge of pediatric mental health and addiction services



The Children’s Advocate is an independent officer of the Legislative Assembly and is independent of government. The Advocate’s statutory mandate includes representing the rights, interests and viewpoints of children receiving child welfare or adoption services. The Advocate also reviews and reports upon the standards and quality of child welfare, mental health, addictions treatment and publicly funded social services being provided to children who have died, so as to enhance the safety and well-being of Manitoba children.


This position investigates services that were provided to deceased children and/or their parents or guardians by agencies as defined in Section 8.2.3 of The Child and Family Services Act. The Advocacy Officer, Special Investigations prepares confidential comprehensive reports on behalf of the Children’s Advocate for submission to the Minister responsible for The Child and Family Services Act, the Manitoba Ombudsman and the Chief Medical Examiner. The reports are a critical analysis of the quality or standard of care provided and may include recommendations for the improvement of services to children and families. The position may also include other delegated responsibilities, including systemic research and reporting, consistent with the Advocate’s mandate.
